The slow pace of recovery is drawing criticism from residents and developers as it wears at the reputation of Mayor Bob Parker, who was praised in the days following the quake for his leadership and for calmly articulating the pain and frustration many were feeling.

“There are many unknowns, there are questions still to be answered, suburbs to be rebuilt and a city to be rebuilt,” Parker said at a larger ceremony later Wednesday in the city’s North Hagley Park. “We’ve had our differences, creative and otherwise. But that is not who we really are.”

Wednesday was a day of reflection amid what has become a battle between city leaders and many Christchurch residents and developers.

More than 10,000 people stood in silence, some in tears, at the park while police officers and firefighters read out the full list of victims. That was followed by two minutes of silence at 12:51 p.m., the minute the magnitude-6.1 quake struck.

The earthquake destroyed thousands of homes and other buildings, causing 30 billion dollars ($25 billion) in damage by the government’s estimate.

To be sure, ongoing aftershocks and balking insurers also have held back the rebuild. But the political infighting hasn’t helped.

New Zealand’s government recently appointed an observer to oversee what it describes as the “dysfunctional” council. Gerry Brownlee, the government’s earthquake recovery minister, recently called Parker a “clown,” a comment he later retracted. Earlier this month, several thousand Christchurch residents took to the streets, demanding that the mayor, council members and senior officials resign.

Parker and council members unveiled a draft downtown plan last August. It included terraced housing and a new light rail system. Critics said it was stuffed with unrealistic pet projects and didn’t allow developers enough freedom. Brownlee is considering a pared-back version of the plan and is expected to release his own vision soon.

Parker says the city considered more than 100,000 submissions for the plan and that critics form a vocal minority.

Christchurch developer Angus McFarlane said he now expects the commercial core of the city will take 10 years to rebuild and will contain just 30 percent of the retail and office space it did before the quake. He said he’s unsure whether he will reinvest in the city.

He said adaptations made by many businesses after the earthquake — such as working remotely and turning to smaller spaces — will make them unwilling to return to a high-cost city center.

“A lot of people are waking up and saying, ‘Gee, this is marvelous, we should have done this years ago,’” McFarlane said.

Parker said the city center will be more condensed than it was before and won’t have the tall office buildings it once did. But he said it will be more dynamic, livable and green.

“You’re not going to satisfy everybody,” he said.

Despite the concerns, residents and businesses have so far remained in the city in numbers that have surprised many. When Statistics New Zealand measured the population of Christchurch four months after the earthquake, it found the population had declined by just 2.4 percent, to 368,000, despite the loss of more than 5,000 homes.

Peter Townsend, the chief executive of the Canterbury Employers’ Chamber of Commerce, said that business receipts continue to come in at more than 95 percent of the level recorded before the quake.

Some parts of the city that have picked up the slack are now booming.

“Business has been remarkably resilient,” Townsend said.

However, he said people need to start thinking about downtown Christchurch in a new way.

“There’s still a perception that we are going to rebuild it much like it was,” he said. “It’s completely untrue.”

Instead, Townsend said he envisions the creation of seven or eight small retail hubs, or villages, around major structures like the hospital and the convention center.

Brownlee, the earthquake minister, said he understands people’s frustration at the pace of the rebuild but added that they need to remember that the earthquake was a massively disruptive event. He said it’s more important to get things right than to rush, and that reconstruction remains on track despite the city’s political problems.

Brownlee said it’s important for land prices to fall in the city to encourage new investment. Overall, he said, he has high hopes for a revamped downtown.

“I feel it will be quite new, quite clean, quite shiny, and safe,” he said. “People say it’s going to be a smaller city, but I’m not convinced. It’s certainly going to be in a tighter area, and it’s going to be integrated a lot better.”

Asked when downtown might be ready for business, Brownlee said he simply cannot predict.

“You prepare for that call every day, but when you get it you are still nervous. You wonder if you are going to be able to compete at this level, but once you get on the field it’s a rush and the greatest feeling in the world. Last year was a tough year for the team, but for me as a first-year player it was exciting from beginning to the end.”

Tosoni played in 60 games with 172 at bats. He finished the season with a .203 average with five home runs and 22 RBIs. One of his bigger hits was a grand slam that keyed a 7-3 win over Kansas City in the second-to-last game of the season.

Tosoni has also been working out with first baseman Justin Morneau, and gave the crowd a positive report on Morneau’s offseason workouts.

“He’s looking great,” he said. “Justin took me under his wing a couple of years ago, and I’ve had the chance to work out with him the last two years. He’s gone through some things that no player wants to go through. He’s hitting and throwing great and can’t wait to get back on the field.”

Revere gave Twins fans a number of thrills, mostly with great defense. He capped off his year by winning a Greatness in Baseball Yearly Award for his outstanding catch against Baltimore’s Vladimir Guerrero on Aug. 22.

“There are some balls that I see hit to center field and I think they’re going to be long gone,” said Revere. “When I was running back to the warning track when Guerrero hit the ball, I’m thinking the whole time, ‘How I am going to catch this?’ I just jumped and crashed into the fence and I looked at my glove and the whole crowd was going crazy. It was one of those plays that really shocked me.”

Revere played in 13 games in 2010 before playing in 117 games in 2011. He had 450 at bats and 120 hits with 34 stolen bases while batting .267. If Denard Span returns healthy in 2012, the Twins will have speed in the outfield.

“I think my rookie season was pretty good, getting the chance to come up,” Revere said. “I thought that maybe I would get a call up in September, but in baseball you just never know.

“I got called up on my birthday. It was really special for both Renee and I that we got to play. We wanted to show the coaches that we could compete at this level so it was a good season in my eyes.”

Through the Atlanta Braves Caravan, the team made a positive difference in the lives of some 200 youngsters on Saturday afternoon, when the Caravan kicked off its 2012 tour by making an appearance at the Jerry Clark Foundation’s Fourth Annual Winter Baseball Camp.

Clark, who also runs a Junior RBI program for kids ages 6-12, began his foundation, which is dedicated to stressing academics and athletics as an alternative for youth.

“It’s never too soon,” he said. “I try to catch them at a young age, before they start making bad choices and decisions — and then the consequences that come with it aren’t good.

“For a lot of these kids, this is their first experience with baseball,” he added. “It’s their first time having a glove in their hand. Their parents — or mom or grandmom — went and bought them a glove just for this camp. That makes me feel very, very special to be able to do this, and to be a partner with the Atlanta Braves and give back to the community. I’m thrilled to have them. It’s been a great partnership.”

The kids — between ages 7-14 — were also thrilled to see Braves coaches Terry Pendleton and Brian Snitker, and players Eric Hinske, Jair Jurrjens and Eric O’Flaherty.

Of course, the thrill was anything but a one-way street.

“It’s cool,” said Hinske, with a big smile. “I feel lucky to be here. It’s great the Braves do it, get to go around, help kids out, sign autographs, do camps. It’s a great program.”

Jurrjens was participating in his first camp as a pro, but recalled seeing pros organize camps like Saturday’s when he was growing up in Curacao.

“The hitting coach for the Giants [Hensley Muelens], when he was with the Yankees, brought Bernie Williams. Bernie had just gotten to the big leagues,” recalled Jurrjens. “I think [former Braves] Javy [Lopez] and Ryan Klesko came one time to Curacao to do a clinic. It’s always a great feeling to see superstars right in front of your eyes.”

O’Flaherty also remembered the experience of getting instruction from pro players growing up in Washington state.

“The Mariners would do this kind of stuff around the Northwest,” O’Flaherty said. “It was always cool to be around big league players. I remember that feeling, and I wanted to kind of give these kids the same one.”

For approximately 90 minutes, O’Flaherty and his teammates and coaches, as well as a couple of others from the local baseball community — Los Angeles Dodgers shortstop Dee Gordon and Clark-Atlanta University head baseball coach Derwin McNealy — did just that.

The inside of the warehouse was split into quadrants, with batting cages against each wall, where Pendleton taught hitting techniques and set up tees on one side, while Snitker threw underhand toss to hitters on the other. In the middle was a large open space, with makeshift platforms serving as pitcher’s mounds, where Jurrjens and O’Flaherty provided instruction. Sandwiched in between the left-side batting cage manned by Pendleton and the pitching area, was an enclosed area where Hinske was in charge of teaching fielding techniques.

Only moments after the kids were divided into four groups, the humongous space came to life — with the sounds of baseballs hitting bats, thrown balls thumping into catcher’s mitts, and yells of “I got it” followed by the snapping of gloves around baseballs.

“The best part is to see the kids smile, see the kids have a good time in here, and learn about baseball and learn how important academics are — getting it together,” said Pendleton. “Not only being a smart baseball player, but a smart student. That’s real important. The biggest thrill we get out of it is to see the smiling faces in there.”

There were plenty of smiles, as Pendleton animatedly illustrated proper stance, weight shift and follow through techniques, then stood and watched the ball zoom off the tee as his pupils implemented what they had just seen.

In the next quadrant, Hinske was rolling ground balls and lofting fly balls — the latter occasionally bumping up against the ceiling beams — and instructing kids on the proper ways to catch the ball. On one occasion, his fly ball missed its intended target’s glove, instead bouncing off the young girl’s shoulder. Almost guiltily, he cringed, then lofted her another ball. She caught it and he beamed, pumping his fist and shouting some encouragement.

In the pitching area, after running a variety of drills, to perfect throwing motion, the kids lined up behind one of the six mounds, staring in at their corresponding home plates. They then did their best to hit the target — more frequently getting a piece of the catchers, who often wore “grin-and-bear-it” expressions before laughing off whatever pain they might have received from bounced pitches.

Against the other wall, five other batting cages were set up. Snitker stood about 10 feet away behind a pitching screen and tossed underhanded pitches. There were moments of exhilaration for Snitker when his words of advice were heeded, leading to improved results.

There were also moments for him to teach baseball and life lessons.

“Sometimes, you swing and miss in this game,” he told one boy loud enough for those waiting in line to hear. “All of us do.”

The clinic — open to girls and boys — also included six hearing-impaired children.

“A lot of these kids were just so excited to see the Braves,” said Jai Ferrell, who volunteers for Clark when she’s not working with PlanON Sports, a high school sports media company. “One family [came] here from Chattanooga [Tenn.] this morning, just to be here.”

Most days, I spend some time working on a novel. It’s been an interesting experience.

The biggest thing I’ve found is that I can get sucked into novel writing for very, very long periods. With a post for The Simple Dollar, there’s a reasonable length I have to stop with. I generally try to keep the articles short enough so that they can be read in a quick burst.

With a novel, well… it’s a completely different story. I can get sucked in for hours and hours and the words just fall onto the page in a flood.

Q1: Budgeting with bi-weekly paychecksMy husband currently has a paycheck every 2 weeks, NOT bi-monthly, but every 2 calendar weeks. This is very frustrating when budgeting as each paycheck happens at a different time and different bills come out of each paycheck every 2 weeks (as the months aren’t arranged in 28 days, which would be nice). We also has extra income sporatically (he’s in the National Guard, so this is from training on the weekend and flying in the middle of the week) that we DO count on. Our main focus right now is paying off a loan that we used to pay for his truck (NOT an auto loan). Any help in getting us ahead in this would be awesome!- Kelly

What I would do is have some bills come out of the first paycheck of each month and the rest of the bills come out of the second check each month. Pretend as though you only receive those 24 checks in a given year.

Now, you are going to receive a third check during two months out of the year. I would use those checks entirely for irregular bills – insurance premiums, property taxes, and the like.

I would probably pay all bills with a due date after the 15th out of the first check each month, then pay all bills with a due date before the 15th out of the second check each month. That way, you’re never running late on a bill.

Q2: Gross or net income?When trying to determine how much of your income you save each month, do you look at your gross income or your net income?- Angie

I would never look at net income for the purposes of saving for the future, especially when saving for retirement.

In retirement, you’re going to be responsible for your own taxes. Unless something unusual is going on, a large portion of your income is going to be taxable income, which means that a chunk of it is going to go to Uncle Sam. Your calculations should always reflect that.

THe easiest way to do it is to just keep all of your calculations based on gross income, and assume that tax rates are going to be nice and high when you retire. You’re always better off having more money in retirement than less, after all.

Q3: Investing in this economyI was wondering if you had a moment to give some advice on what might be good investment ideas at at this state of economy. I know that may seem like a loaded question, but I’am really curious what you might be thinking. - Marcus

The best place to invest in an uncertain economy is to invest in yourself. Education. Training. A small business. An emergency fund. Debt elimination. Medical visits.

If these bases are well covered and you still have money to invest, I’d probably put it in very stable blue chip companies that have been around for a long time and are incredibly stable. These companies aren’t going to make you rich, but they will steadily pay you a nice dividend over time and they won’t go bankrupt. I’d look at companies like those in the Dow Jones Industrial Average.

Another option is to just invest in a very broad-based index fund, like the Vanguard Total Stock Market Index. Choose one with very low fees. It also won’t earn you a mint, but it’ll be pretty stable and pay you a healthy dividend.

Q4: Car trade-in time?I’ve worked hard (after some hard lessons) and I have $5,500 savings toward whatever car thing might be needed next. We also have about twice that in joint savings and our only debt is a home equity mortgage that we can now comfortably pay off. We are not exactly wealthy but our financial life is in good working order and we continue to save some each month.

I drive a 2003 Hyundai with 104,000 miles on it. Runs great. Will do the extensive tune-up soon but my question is about the paint job. The paint is burning off from sun exposure so there are more & more ugly bare metal “bald” patches, and I wonder if I should invest in a paint job.

I’ve heard horror stories about terrible paint jobs that only look good for a year or 2, and the best deal I could find from someone recommended to me was $2,000 to just repaint the center of the car from hood & top to hatchback, leaving the doors untouched & just buffing them since they are not where the bald patches are. Any recommendation I can get just comes from my oil change place or other business; I’m sure everyone just recommends each other because they know each other thru business or socially, and the recommendation wouldn’t guarantee a great job. (Speaking of guarantee, it looks to me like repaint shops only offer 1, 2 or maybe 3-year agarantees on the work, which is not encouraging. I happen to know a couple of antique Porsche collectors/aficionados, who tell me you get what you pay for & it’s a mistake to get any car repainted for cheap. As if $2,000 were cheap, anyway…)

Is it worth the $2K for a repaint or should I look at trading my car in for something with similar mileage that looks better? I hate to get rid of what has been an awesomely reliable car.

Part of me says I shouldn’t care how the car looks, but when I go to an interview I kind of cringe hoping the potential employer won’t see what I drive. I do some freelance jobs that involve meeting new people on a regular basis, and I’m not sure *I* would hire someone if they drove up in a really beat-up car, as in some way it is a reflection of the person’s taste or lifestyle or something. In some way my car is like showing up in dressed cheaply & shabbily for an interview.- Jeff

For starters, if someone drove up to a job interview with me and was driving an older beat-up car, but they paired that with a good resume, I’d be more inclined to hire that person. Someone who drives such a car tells me that they understand the concept of value and bang for the buck. One of my good friends who made a much better salary than I drove a 20 year old car with rust spots and a bumper made out of a discarded 2″ by 4″.

Now, if you’re asking yourself whether the paint job is worth it or not on your car, the people you’re talking to are telling you the truth. You get what you pay for when it comes to a paint job on your car. The cheaper you get, the more likely it is to quickly wear off and put you back in the same situation you’re in.

The problem is that if you buy a really nice paint job on a ten year old car with mileage into the six figures, the paint job will probably far outlast the usable lifespan of the car. I wouldn’t go down that route.

If I were you and I decided that a car with a decent paint job was a requirement, I’d either trade it in now for a replacement or get a cheap paint job that would last for a couple of years, then trade it in at that later time.

Q5: Blogging workflowI am constantly amazed at how much content you come up with for The Simple Dollar. How do you make that all happen? What does your daily workflow look like?- Sean

I’m usually constantly brainstorming post ideas. I write them down in a pocket notebook no matter where I’m at. I let inspiration come from anywhere, and whenver I even have the vaguest idea, I jot it down.

The first thing I do is filter these ideas. 90% of them get discarded before I do any research or write a word. The ones that survive that first test get a basic outline and/or a bit of research on the topic for notes. I usually kill about 50% more of the potential posts at this point, and this takes up about half of my actual work time.

The rest of the time is spent turning these nascent post ideas into posts. I usually have the key ideas in place already, so it’s just a matter of transforming that into something readable.

I just do this over and over and over and over again.

There is nothing actually tangible in reference to travel because you decide to do something. I'm going to cover using this in this post. I covered doing that from a slightly different angle previously. In reality, that wasn't intense. They were like two peas in a pod. You can see recommendations for columbus travel below. A big, metallic CLANG. Then someone shouts, “Cockroach!!”

Exactly what you want to hear when you’re out at a restaurant, right? And then the guy shouting, who seemed to be a waiter or something, went on about spotting the little critter while he was relieving himself, though he used more graphic language. Lovely.

Well, it did get everyone’s attention a little after 9 p.m. at Barney’s Beanery in West Hollywood.  Which was the intent.

This guy was no waiter, but rather an actor named David Reynolds. And he was reciting/performing “Cockroach” by the late L.A. grit ‘n’ grime writer Charles Bukowski. It was the opening gambit of a little pop-up performance of Bukowski’s work at the venerable eatery, where he is counted among the many film, music and literary stars who were regular visitors. The presentation was perpetrated by the guerrilla theatre ensemble Unbound Productions as part of “It All Started Here — West Hollywood Celebrates Pacific Standard Time,” the city’s series of events tied to the PST spotlights on L.A.’s art explosion in the decades following World War II.

Six actors and with four musicians covered six Bukowski poems, evoking the cool-jazz Beat (or beat-down, but battling) spirit of Bukowski, arguably the key chronicler of L.A.’s booze-soaked underbelly right up to his death from leukemia in 1994, age 73. Odds are that among the dozens of patrons enjoying burgers and chili Thursday you could have counted those familiar with Bukowski without taking off your shoes. But a good number of them locked into the proceedings, as the epic about the cockroach was followed by odes to anonymous flirtations and sex, beer and, in all these explicitly or otherwise, what it means to be a notoriously seedy, but driven writer. Warm applause mixed with benign neglect. But nothing was thrown.

A video put together by the performance group captures some highlights. (Caution: It’s probably NSFW. But it’s Bukowski, so what would you expect?)

One patron — this writer, for that matter — kept flashing back to another night, though. It was 1975 or ’76, when Bay Area Beat icon Lawrence Ferlinghetti gave a reading at Occidental College. It was in a medium-sized lab classroom, generally used for science and some film classes, with only a few dozen students turning out. A small, boisterous retinue of Ferlinghetti friends and acolytes took up the front row, we settling in right behind them. 

I found myself directly behind the ringleader, a particularly oafish man (they were all men), who heckled the evening’s star relentlessly, all the while belching, exhibiting uninhibited flatulence and working his way through a six-pack of beer he’d snuck in. Ferlinghetti was not only amused, but inspired, frequently addressing this fine specimen, at times even working his name into lines of his poems, including the sublime “Baseball Canto.”

Had no idea who (or what) a Bukowski was at the time. Only later did I learn that I was being gassed by a legend. What an honor.

Given that, have to figure that if Bukowski had been at Barney’s Beanery on Thursday, something would have been thrown.

Barney’s Beanery will host another PST “It All Started Here” event on April 10 at 7 p.m., this one part of Perpetual Conceptual: Echoes of Eugenia Butler, a series dedicated to groundbreaking ‘60s West Hollywood gallery owner Butler. This one, presented by Los Angeles Nomadic Division (LAND) and Butler’s granddaughter, Corazon Del Sol, with support of the City of West Hollywood, will reinterpret  Ed Klienholz’s Watercolors, a.k.a. The Barter Show, in which works by the artist were exchanged for goods or services rather than cash. This time a variety of contemporary artists will put their works up for barter.
