Last year, Spirit was the fastest growing airline at McCarran, adding routes to Los Angeles International, San Diego and Oakland, Calif.; Dallas-Fort Worth International; and Portland, Ore.

This year, it added the Mesa flights, and last week, it announced two daily flights to and from Denver beginning May 3. Spirit already had O’Hare International and Detroit flights to and from Las Vegas. Seasonal non-stops to and from Fort Lauderdale, Fla., begin next month.

The decision to place a crew base at McCarran is putting 200 more Spirit employees here. Pilots and flight attendants based locally don’t have to live here, but most of them do because of the convenience of starting their trips from McCarran and not having to commute to begin work.

It’s the second-largest crew base in Spirit’s system behind Fort Lauderdale, where the airline has dozens of flights to the southeast part of the country and the Caribbean.

Spirit also recently announced a fleet expansion and is taking delivery of five new airplanes this year.

So, how do you read the tea leaves? A new emphasis on Las Vegas, an expandable crew base at McCarran and a flock of new jets may be sending the signal that Spirit isn’t done growing in Las Vegas just yet. More flights could be on the way. Where they would go is anybody’s guess, but if I had to put money on it, I’d bet on more flights, more destinations, more employees and more customers — i.e. more Las Vegas tourists — in the next couple of years.

Spirit has a number of characteristics similar to another airline that has expanded over time in Las Vegas: Southwest Airlines.

Both have a low-fare mantra, although they’ve chased customers from different directions. Southwest convincingly markets itself as a low-fare leader; Spirit promotes its $9 Club, which works something like Costco and Sam’s Club. Buy an annual membership and you get access to fares the rest of the public doesn’t get.

Both airlines keep their costs down by flying one fleet type. For Southwest, it’s the Boeing 737, and it’s retooling its fleet with more fuel-efficient 737 MAX jets and larger capacity 737-800 jets. Spirit flies the Airbus family of moderate-range twin-engine jets ranging from the 145-passenger A319 to the 216-seat A321.

Both airlines have track records for flying alternate airports to keep their costs down but aren’t opposed to going to the major airports to generate more traffic. Southwest, for example, flies to Dallas Love Field and Chicago Midway instead of Dallas-Fort Worth International and Chicago O’Hare. Spirit has chosen Fort Lauderdale and Mesa Gateway over Miami International and Phoenix Sky Harbor.

Both have their fair share of fans and haters. I have many friends who swear by Southwest because it doesn’t charge extra for baggage like most airlines, while others won’t touch Southwest because they dislike not getting to choose their seats when they buy their tickets and there’s no comfortable first-class cabin.

Others swear by Spirit’s fare club, bragging about getting from Las Vegas to San Diego and back for under $60, while others detest Spirit’s barrage of add-on fees for carry-on bags as well as baggage. The regulations could put an end to the sometimes shockingly low fares advertised by Spirit, including flights under $10 to specific destinations. (Though Spirit is still able to list generic $9 flights with fine print explaining you must sign up for their Fare Club for $59.95 a year.)

The DOT sees it as a matter of transparency, benefiting consumers. Transportation Secretary Ray LaHood said in a release, “The Department of Transportation’s new passenger protections will help ensure that air travelers receive the respect they deserve before, during and after their flight.”

Spirit, and discount carriers Southwest and Allegiant, are crying foul. They have filed a lawsuit against the DOT, saying the new rule actually moves away from transparency, since the advertised price now hides the taxes imposed by the federal government.

“It is essentially less disclosure than consumers used to have and it hides what they are paying the airline versus what they are paying the government in tax,” said Spirit CEO Ben Baldanza in an interview with the Heritage Foundation, a conservative think tank, on Feb. 4. “We think that that is not consumer friendly.”

The message on Spirit’s website charges: “If the government can hide taxes in your airfares, then they can carry out their hidden agenda and quietly increase their taxes. (Yes, such talks are already underway.) And if they can do it to the airline industry, what’s next?”

Sen. Barbara Boxer (D-Calif.) quickly shot back with an open letter to Spirit posted on her website, stating: “I have been shocked by the failure of your airline to tell the truth.”

“What the rule says is that you have to tell your customers the full cost of a ticket … And despite Spirit’s claim that the airline must now hide relevant information, the rule ‘allows carriers to advise the public in their fare solicitations about government taxes and fees …’” wrote Sen. Boxer.

Prior to the new rules, airline customers could quickly learn the real cost of an alluringly priced ticket by visiting an airline’s website. Conversely, now that the rule is in effect, it is equally as simple to find out the taxes imposed and protest them—as Spirit has done.

For Spirit, the reality is more of a communications campaign than a political one.

Baldanza admits that Spirit’s offensive against the DOT is a way of communicating with their customers.

“If they haven’t bought travel for a few months or maybe a year in some cases, it would just look to them like the airfare increased dramatically and we want to make sure they realize the law has changed,” he said.

Less talked about, but more significant, is another new rule from the DOT requiring airlines to hold a reservation or refund it for up to 24 hours, as long as it’s more than one week before the flight.

Baldanza opposes the hold. “People love the idea of not having to commit to a reservation, but this regulation, like most, imposes costs on consumers,” he said in a release.

The CEO claims when a reservation gets held for 24 hours and then not booked or is refunded, that’s less time when someone else could buy it, increasing the chance that it won’t be purchased and costing the airline business.

Spirit is imposing on each flight a new $2 DOTUC fee, which stands for “Department of Transportation Unintended Consequences Fee.” The airline says the fee is to compensate for the increased cost to business imposed by the 24 hour hold.

“Regulators like to try to sell the idea of this rule, but have ignored the cost impact to consumers,” said Baldanza.

On his blog The Travel Insider, David Rowell calls the reasons for the fee “invalid,” and counters that all airlines will have to conform to the 24-hour rule, and the customers Spirit loses will be made up for by customers that Spirit gains from other airline shoppers.

“Cancellations are nothing new to the airlines. This is why airlines oversell seats—to reflect the reality that not all passengers travel,” Rowell explains.

But Baldanza says that low fare carriers like Spirit depend on “discretionary” travelers, as opposed to corporate travelers and travel agents. Discretionary travelers might simply not buy an airline ticket if the opportunity isn’t there at the moment.

“We tend to sell direct to consumers more than most airlines,” he said.

The city offered incentives to ANA — which are standard in the airport industry, experts say — so the airline won’t pay airport fees its first year and will get a 66 percent discount the second year and a 33 percent discount the third. The airline would pay full charges after that.

Getting just one carrier like ANA to deplane in San Jose appeared to be a long shot, experts say.

“The reality is, San Jose has outstanding international service — it’s called SFO, and that’s not going to change,” said Michael Boyd, a consultant to the aviation industry. SFO has as many as 20 daily flights to Asia and 13 to Europe. It also has the high-volume domestic flights that funnel passengers from around the country onto international flights that airlines rely on to fill up their seats.

San Jose appeared to have little to offer international carriers in terms of passenger potential. After American Airlines ended its flight from San Jose to Tokyo five years ago, San Jose’s airport had no direct flights to Asia. Its splashy remodeling project, on which it still owes about $1.5 billion, wrapped up amid the prolonged economic downturn that slashed a third of scheduled flights.

And though San Jose is the Bay Area’s largest city, it doesn’t have the kind of destination cachet San Francisco does, said Seth Kaplan, managing partner with industry publication Airline Weekly.

“It’s harder to sell San Jose and Oakland flights on the East Coast — let alone Beijing — than it is for San Francisco,” he said. “As a secondary airport, it’s a challenge you face.”

The lingering economic downturn, and high fuel costs, make opening up a new route a risky decision, consultant Boyd said.

“American Airlines sent out a memo to its employees saying it is going to drop service to New Delhi from Chicago, and they had 87 percent load factor — that means you couldn’t find a seat,” he said. San Jose’s deal with ANA “is a great grab, but it’s not going to induce an American carrier to try it. There’s not enough traffic (in San Jose).”

To increase its appeal for more international routes — the city hopes to land flights to London or Frankfurt as well as ones to other Asian cities — San Jose needs to attract more domestic flights to feed passengers on to overseas flights, said Marc Casto, president of San Jose-based Casto Travel, which annually books more than $50 million in international tickets and $30 million in domestic tickets.

“The challenge is that so much traffic from Asia here gets pushed on (to other U.S. cities), between 20 and 30 percent flows through,” he said.

Despite these drawbacks, San Jose made a winning pitch to ANA.

A confluence of factors sealed the deal, including the valley’s plethora of multinational companies that do business in Asia, a large Asian population and the new Boeing 787, which was designed for connecting smaller markets. And it didn’t hurt that San Jose Mayor Chuck Reed, along with Silicon Valley Leadership Group CEO Carl Guardino, traveled to Tokyo to sip tea with ANA CEO Shinichiro Ito. Also playing a role in attracting the airline was Mercury News Publisher Mac Tully, chairman of the group’s CEO airport task force.

“The 787 is a key piece to this,” Reed said. “If you are trying to fly in a 747, you want to be in San Francisco where you can network in (passengers) from all over the country to fill up the plane. But if you are flying a (smaller) 787, you can fly it out of our market.”

The 787, which is 20 percent more fuel efficient than other jetliners, is designed for 210 to 250 passengers, though ANA is outfitting its long-haul 787 with only 46 business-class and 112 economy seats to allow more open space. A Boeing 777-300, in contrast, can carry some 368.

One advantage ANA will have over American Airlines and its defunct service to Tokyo is that the Japanese carrier — like many other Asian airlines — has a reputation for quality service, said Alan Bender, professor of aeronautics at Embry-Riddle Aeronautical University in Daytona Beach, Fla. “Its reputation for quality is enough to almost make it a slam dunk,” he said.

And as a member of the Star Alliance — an agreement among a number of airlines — ANA will be able to cross-book passengers from United and other member airlines. ANA was the first airline to get the 787 — it has ordered a total of 55 — and San Jose officials hope that as other carriers receive their 787s in coming months and years, San Jose will attract more interest for overseas routes.

Nelson said the ANA deal confirms San Jose is no ordinary secondary market.

“We did some analysis and found 13 Fortune 500 companies are near San Jose,” Nelson said. “That is pretty impressive.”

As they courted the Japanese airline, city officials were able to garner support for the service from 30 local chief executives, including Cisco Systems’ John Chambers and Shantanu Narayen of Adobe Systems.

“It’s amazing the amount of travel our companies do,” Reed said. “Unfortunately, they have to drive past San Jose to go to San Francisco.”

ANA spokeswoman Jean Saito said ANA is convinced that many of those who now drive past the San Jose airport will choose to fly from there if given the chance.

“We thought there was enough demand to occupy our aircraft, especially the 787,” she said.

WINNIPEG – Cal Murphy not only understood the ins and outs of the CFL game like no one else, he also knew what it took to win.

“It’s a particularly sad day for all of us that knew Cal as a football guy and as a friend,” Paul Robson, who as GM of the Winnipeg Blue Bombers hired Murphy away from the Edmonton Eskimos to be the Bombers head coach prior to the 1983 season, said Sunday.

“He was so much a part of this community and really an innovator in the Canadian Football League. Certainly his record as a coach is unparalleled. He was probably the most complete coach that ever coached in the Canadian Football League. He knew offence, defence and special teams. He knew the nuances of the Canadian kicking game. He understood and respected the importance of the Canadian player in the game and then was probably one of the best personnel people that any of us had ever been around.

“The identification of talent that he did for this football club and the talent he brought into this league was outstanding.”

Murphy died Saturday night in a Regina hospital the night before. He was 79.

Murphy, who is in both the Bombers hall of fame and the Canadian Football Hall of Fame, took over as the head coach in 1983 and his tough, honest style immediately changed the fortunes of a Winnipeg club that couldn’t get over the hump. Robson hired Murphy on the recommendation of Eskimos head coach Hugh Campbell.

“It didn’t take me long to know that he was the kind of guy I wanted to hire to run this football club,” Robson said.

Murphy led the Bombers to a 9-7 record his first season, winning the CFL coach of the year award. The Bombers lost in the West final but broke through under his command in 1984 with the club’s first Grey Cup title in 22 years. He was named coach of the year again that season.

“I really felt that our team was a little soft, and Cal came in and corrected that,” Robson said. “He knew where he was going, he knew where we had to get to go, and he knew the kind of people that he needed to get us there.

“He was a tough coach, but anybody that had the experience of playing with him or working with him always remembered that underneath all that there was always a chuckle somewhere from `Kindly Cal.’ “

Murphy coached the Bombers from 1983-87, before moving upstairs to take over for Robson and make way for Mike Riley on the sidelines.

Murphy returned to the coaching ranks in 1993 and remained with the Blue and Gold through the 1997 season.

Robson said Murphy’s time with the Bombers stands alone in the team’s 82-year history. He brought the franchise into the modern era, Robson said, calling Murphy “one of the key builders that this club has ever had.”

Murphy was a staunch advocate of the Canadian game. When the topic of U.S expansion came up in the early 1990s, he was one of the few opposed to the move into American markets. Proponents of expansion incorrectly labelled Murphy as a member of the “old guard,” someone who wasn’t considering the bigger financial picture that was possible at the international level.

It turned out Murphy was right. Expansion never took root.

“He was vilified to some degree at that time, but in the end he was vindicated,” Robson said. “This is a Canadian game for a Canadian audience played predominantly by Canadian kids.”

Current Winnipeg assistant GM Ross Hodgkinson joined the Bombers as an athletic trainer prior to the 1985 season. He shared one lesson he learned with Murphy early on in his time with the Blue and Gold. If someone ever had an issue with something Murphy was doing, he said, it was always best to bring it up with the former coach and GM behind closed doors.

“I remember coming back from a game on a flight from Calgary,” Hodgkinson said Sunday. “I was sitting up by Cal with the coaches and I really thought that we had a tough week of practice, a very physical week of practice, and I thought we had gone into the game a little bit beat up and a little bit tired.

“I recounted that to Cal on the flight back and it was a lesson learned. Cal retorted with, again, a little chuckle, that he thought that Calgary might be hiring a new assistant trainer if I was interested in applying.”

Message received, the assistant GM added.

Hodgkinson said Murphy was a multi-faceted man. There was the hard-nosed disciplinarian and there was the guy who loved to laugh and share old war stories. There was the businessman, the guy who helped bring the Bombers brand into significance with an honest product built on community identity.

Most importantly, the players respected him.

“There are certain coaches that the cliche is that (players) will go to the wall for that person. And Cal was certainly one of those coaches,” Hodgkinson said.

Bombers GM Joe Mack, who worked with Murphy from 1984-87, offered these thoughts via team statement:

“Cal was one of the most influential figures in our organization’s history, and that dates back over 80 years. His dedication and desire to win was second to none – he just didn’t accept losing and his passion for this game was simply unmatched. He will be truly missed.”

PORT ST. LUCIE — Florida Inland Navigation District officials have changed their meeting and travel expense practices at least partly in response to a series of stories by Scripps Treasure Coast Newspapers.

FIND officials will book monthly meetings at less expensive venues, tighten up on travel expenses and improve public notification about community events and the construction of sediment processing facilities, said David Roach, the district’s executive director, in a memo responding to the stories.

The FIND commissioners spent nearly a half-hour Saturday morning discussing the suggestions in Roach’s memo and related issues raised by the district’s auditor and attorney. The meeting was held at the SpringHill Suites by Marriott in St. Lucie West.

The Scripps Newspapers stories included disclosures that FIND spent $459 for a hotel room in Washington, D.C., during a district official’s lobbying trip and $254 per room for district officials attending a commission meeting in Miami. Roach’s memo noted. The 12-county district typically holds commission meetings in a hotel in a different county each month.

“Staff will work to ensure that we continue to book the hotels that can adequately accommodate our meeting needs at reasonable rates while staying away from those hotels that create the perception of extravagance,” Roach said in the memo.

The FIND commissioners voted 8-1 to give Roach the power to “authorize travel and make decisions about the most economical method of travel in accordance with (Florida Statutes) for staff and commissioners.”

The commissioners delegated that authority to Roach based on advice from the district’s auditor, J.W. Gaines of Fort Pierce, and its attorney, Peter Breton of West Palm Beach, to comply with state laws regulating public spending on travel expenses for public officials.

“As we’re presently handling this, we’re not complying with the law,” said FIND Commissioner Nancy Freeman, who represents Volusia County. “I don’t think the system is broken, I don’t think we should over fix it, but this is a legal point that we need to clear up. There isn’t a person on this board that’s going to do something or submit something that’s out of line.”

The commissioners should confer with Roach if they plan to book a flight to attend a commission meeting, instead of renting a car or using their own vehicle, Roach and Breton said.

The Scripps Newspapers stories also included disclosures that FIND paid for flights for FIND Commissioner T. Spencer Crowley III, who represents Miami-Dade County, to commission meetings in Nassau and Duval counties at the northern end of the 12-county district. FIND also paid for Crowley’s flights to Orlando and Tallahassee.

“It’s not only a question of a commissioner or the executive director, but outside agencies or our auditor general questioning payment of airfare and the issue could come in, ‘well, was that the most economical method for that particular trip and did the agency head make that determination?’ ” Breton said. “If you want to deviate from what’s become the norm — taking your own privately owned vehicle or renting a car and paying the gas — that just to protect yourself, bulletproof your expense report, that you bounce it off of your designee being David.”

Taking a two-hour flight from Miami to Jacksonville could be considered a more economic method of travel than driving for eight hours because the commissioner’s time is taken into account, Breton said.

Crowley, the lone dissenter on the vote, argued it would be a waste of time to ask Roach for permission any time he wants to book a flight for FIND business.

“This doesn’t make sense to me,” Crowley said. “It’s idiotic.”

In a related issue, FIND commissioners voted unanimously to require all vouchers for reimbursement of travel expenses to be submitted within 90 days.

Roach said the FIND commissioners will hold their May 18 meeting in Miami, instead of Indian River County, so they can attend the Volvo Ocean Race, which is a global sailing race. The FIND commissioners will meet in Indian River County on Aug. 18.

Earlier during Saturday’s meeting, two Sebastian area homeowners, Gary Kaczinski and Frank Marshall, raised questions about the need for a $3.3 million sediment processing facility and a $1.7 million dredging project in northern Indian River County.

The Scripps Newspaper series about FIND also reported the questions about the need for the sediment facility and dredging project.

When Kaczinski questioned Roach about the details of the testing of the sediment that will be dredged, FIND Commissioner Bruce Barkett, who represents Indian River County, objected.

“I resent that you’re going to come in here and try do a cross examination of a project right now that’s not on the agenda,” Barkett said.

Kaczinski then showed the FIND commissioners Army Corps survey charts showing the Intracoastal Waterway is at least 10 feet deep in northern Indian River County and said the public’s objections to the sediment facility and dredging project have been “ignored.”

After the public speaking portion of the meeting, Shelley Trulock, the Army Corps’ project manager for the Intracoastal Waterway, said the completion date for the sediment processing facility has been pushed back to June so additional work can be done on roads on the site.

“It’s coming along well,” Trulock said.

After Saturday’s meeting, Roach said he did not need to address the need for the sediment facility and dredging project in his memo about the Scripps Newspapers stories. Roach also reiterated his position that the sediment processing facility and dredging project are needed to maintain a safe depth in the Intracoastal Waterway so boaters don’t run aground on build ups of sand washing in from the Sebastian Inlet.

“We still think we need to build dredged material management areas for our waterway as soon as possible,” Roach said. “Otherwise there’s a lot of problems, just like we’re having.”
