In one survey in San Francisco, FoxNews.com found low-end commuter cars, large SUVs, full-size sedans and even a few more exotic models like a Tesla Roadster and a Porsche Boxster. Rates run about $5 per hour for an older commuter car up to around $75 per hour for a high-end sports car.

To rent a vehicle, you first need to sign-up for the service using a smartphone or online. Then you can look for nearby cars based on real-time GPS data. Say you want to rent a Porsche Boxster that you find just a block away from you. You can schedule the rental period, pay an hourly fee, and walk to the car.

A code unlocks the vehicle. With RelayRides, that means using an iPhone app that works with the OnStar service (but only if you are renting a GM vehicle). Getaround uses device that provides similar functionality. It plugs into the car’s power outlet and connects to the car’s internal systems. You can use an iPhone app to send an unlock code to the car and retrieve the keys inside. (Getaround does not explain the exact details about how the car kit works to deter fraud.)

The concept of peer-to-peer car sharing is also known as collaborative consumption. Services like AirBnB have shown there is a demand for peer-to-peer rentals. You can rent out your villa in San Francisco at a daily rate, or find a place to stay for a few days in Las Vegas at a much cheaper rate.

Thilo Koslowski, a Gartner analyst, says he likes the basic concept. “I see them impacting public transportation choices like busses, trains, and cabs. They could also delay the purchase of a new car.”

Both Getaround and RelayRides provide owners with a supplemental insurance policy that covers the car during the rental period, and both companies perform extensive background checks on renters. For example, Getaround runs about 10 checks for identity fraud related to the credit cards of renters.

Yet, as FoxNews.com learned, you might want to stick with Hertz, depending on your needs. One issue with the new services has to do with immediacy. In most cases, you need to wait at least an hour before you receive a response from the car owner. None of the people who rent the cars do so as a professional business. In some areas, you’ll find dozens of cars – in others, you might find only one or two.

Last month, an elaborate heist of several high-end cars rented through the HiGear (higear.com) service raised serious concerns over the peer-to-peer model. Some of the cars were eventually recovered, and the company has filed insurance claims, but HiGear is now out of business.

A spokesperson for Getaround says the cars rented through the service can be disabled if they are stolen. Shelby Clark, the founder of RelayRides, told FoxNews.com the OnStar service could be used to disable the engine of a stolen car. (GM did not immediately confirm whether this is possible.)

Koslowski says there are several other challenges to overcome. The peer-to-peer system is built on trust between the owner of the car and the renter. He says the business model for peer rentals is new and unproven, and that the market segment may be limited (e.g., mainly students).

Even though Getaround and RelayRides offer supplemental insurance, there is a question about liability: who is really culpable in a serious accident, or if an expensive car is totaled?

Rob Enderle, a consumer analyst with Enderle Group, says he doubts the peer-to-peer car sharing market will gain traction. The main problem, he says, is that the services will require extensive marketing to explain the concept and why the existing rental business isn’t working.

There also an issue of perception. Enderle says it would take just one or two incidents to destroy the reputation of either company, and that new market segments need to be more resilient than that. (A spokesperson for Getaround said there have only been a few minor accidents reported so far.)

Interestingly, one of the supposed benefits of peer-to-peer car sharing is that there will be fewer cars on the road and lower emissions. Koslowski says that is probably not true, however. The emission would be higher since cars that would be normally parked during the day would then be used. And, he says, the emissions from public transportation per person is lower than when one person rents a car.

That means peer-to-peer car rental companies have a tough road ahead. The experts agree that the idea has merit, and may prove to be a lucrative business model. But there is a question about whether these services can really compete against Hertz, Avis, and other established car rental companies.

If these sort of figures are out of your range, there is the option of buying fractions of the planned one, two and three-bed villas. From £17,500 buyers can purchase one 52nd of the villa. This entitles them to stay in it for a week each and every year, exchange their week for another in a top location or let the hotel hire out the villa and earn rental income.

During each of the two years of construction the development company guarantee an annual return of 6 per cent and then 8 per cent in the next three years is guaranteed by the hotel. "We are finding that people are looking at this as a home for their poor-performing pension money," says Marcus Edwards, the managing director of Sunsplashhomes. "Fractional property can be incorporated into a self-invested personal pension (Sipp) which means income can be earned tax free."

But buying anything "off plan" is risky – even in the UK – therefore it’s advisable to ask the developer plenty of questions and to get indepedent legal advice before signing anything.

"Make sure your funds are escrowed until the developer can show he is able to build what has been sold so that there is not too long to wait until the operation is producing cash," advises Oliver Gobat, the co-owner of the St Lucian development Cap Maison. "If you can get a guarantee during that period, then that is ideal.

"Be realistic about when the operation will be able to pay out cash to the owners, and understand very clearly how the operation works and where your cash will come from.

Mr Gobat adds: "Understand the phasing of a development – if there are many phases it does take longer to maximise the return unless construction is very cleverly planned."

Those looking for luxury properties in fully fledged developments could consider two and three-bedroom homes from £708,000 to £836,000 at Cap Maison and in a new range of beachfront property at The Landings, soon to come to market. At Sugar Beach, they have 10 new properties for sale from £385,000 to £1.2m.

Investors expecting capital growth in St Lucia in recent years have had mixed fortunes. Some of the early buyers at The Landings have seen substantial growth and the same applies to Sugar Beach in the heart of the Pitons and just around the corner from Freedom Bay. But overall, since the financial crash much of the St Lucian property market has taken a hit.

"Looking at Barbados, Grenada and St Lucia; it’s St Lucia which has taken the biggest hit on price," says Kieran Kelly, the chairman of estate agency Chesterton Humberts in Barbados.

"Whereas Barbados is classic with golf and long beaches appealing to the British market, St Lucia has suffered because of the problems with the American property market. There had been a lot of American buyers over there. As a result, the price gap between Barbados and St Lucia, with the former being more expensive, which had been closing has widened once again – a little like the north-south divide in the UK."

Freedom Bay’s developers reckon that currently property is between 30 and 40 per cent cheaper in St Lucia than Barbados. "Although the island isn’t as developed as Barbados, the topography means that really prime locations are relatively scarce, this should help negate the problems of over-development," Mr Whitton says.

As for financing a purchase in St Lucia, this isn’t as big a problem as it may seem. The main lender on the island is Scotiabank and it will lend up to 70 per cent loan to value. Remember, though, repayments on mortgages taken out in US dollars will be subject to currency volatility. However, those looking to buy a fraction of a property may be best advised to pay cash, or if they need to borrow, remortgage in the UK, negating any currency risk.

Whatever the ownership option chosen and finance arrangement made, property in St Lucia seems as much about the heart as the head. One look at the Pitons and the location of Freedom Bay confirms this.

It was an exciting start to our four-day break in Portugal. My handbag had been selected for a random explosives test – and promptly set off the alarm. But it was the startled reaction from the customs official at airport security that set my alarm bells ringing.

As my bag and its contents were whisked away for checks, I felt our much-needed break was disappearing too. Thankfully, the offensive material turned out to be traces of polish that had ‘contaminated’ my handbag and mobile phone and 20 minutes later we were through to the departure lounge enjoying much-needed cups of coffee.

From then on, the holiday couldn’t have gone more smoothly. We had arranged for a taxi to collect us from Faro airport and nearly 90 minutes later arrived at our destination.

The five-star Martinhal beach resort and hotel is on the unspoilt western tip of the Algarve, near the historic town of Sagres.

Its position is simply stunning, overlooking the almost deserted Martinhal beach in an area of outstanding natural beauty which is a mecca for walkers and sun worshippers and fiercely protected from further development by the Portuguese authorities.

There’s plenty to tempt history fans too. At nearby Sagres Point, where the cliffs plunge hundreds of feet into the sea below and daredevil local fishermen wedge themselves in dangerous positions on the cliff edges, is one of the Algarve’s most treasured historical sites. It is here that in the 15th century Prince Henry the Navigator helped put Portugal on the map as a great seafaring nation.

Back at the hotel there are a choice of places to eat, including the speciality fish restaurant As Dunas, where we took lunch gazing out to sea, and the fine dining restaurant O Terraco which also has panoramic sea views. Breakfast each morning was taken on the hotel terrace – again offering spectacular views of the bay. As we ate we pondered the adventures of those brave explorers who set sail never knowing if they would ever return.

My husband and I were staying in one of the 38 beachfront hotel rooms. But there are also village houses and private-owned villas and townhouses with pools available, ideal for families or friends.

While my husband went for a walk along the beach, I visited the resort’s Finisterra spa. There are six treatment rooms, all with their own private shower. The versatile design of the building meant that after a 55 minute massage in a softly lit room, natural lighting was allowed to flood in through skylights overhead for my eyebrow shaping treatment.

Martinhal resort has been open for less than two years and everything is immaculately maintained, right down to the beautiful gardens and perfectly kept lawns. The buildings are cleverly designed to blend into the local landscape due to their low rise design and careful use of natural timber. This attention to detail and the professionalism of its staff is what makes the resort truly special.

There is plenty to keep you busy on site, with dozens of activities organised by the leisure team, but we were keen to go further afield and decided to hire a car.

We visited the grottoes at Lagos further up the coast. A cheerful local fisherman navigated his boat around, through and under the impressive limestone rock formations and caves bearing names such as elephant, wedding cake and cathedral, with the help of gestures like “duck now” and “duck quickly”.

As the sun started to set we headed for Cape St Vincent where crowds gather each evening for a spectacular show of nature. As the sun slowly dips below the horizon, the feeling is eerie as we are reminded that we are on the very southernmost tip of Europe.

Before the seafarers knew better, the region was known as “o fim do mundo” which means the end of the world. It certainly feels like it with the ocean stretching as far as the eye can see in all directions.

Prices were cut in half to $169,900 to $269,900. When none weresold, the developer floated an idea to lease the homes asextended-stay residences or vacation homes. Then they were takenoff the market completely. 

Pacifica recently announced that the townhomes are now availablefor lease. The rents will range from $1,250 to $2,150, said MichaelHuebner, regional asset manager for Pacifica Companies. 

Huebner could not comment on the previous incarnation of thetownhomes. The employees that previously managed the project havesince left the company, he said. But he’s hopeful for new life atthe complex. 

“We think we have a fair price and good product to offer,”Huebner said.

According to statistics from RealFacts, the average asking rentfor a one-bedroom, one-bath home in Napa County in 2011 was $1,206.Two-bedroom, two-bath townhomes rented for an average of$1,314.
